近日,国务院发布了关于修改《中华人民共和国国际海运条例》的决定,表明了国家坚决维护我国航运业正当权益和参与国际公平竞争的坚定立场。中国船东协会代表全体会员单位对此表示完全赞同和坚决支持。
国际航运作为世界贸易的重要桥梁与纽带,在促进各国经贸往来、维护全球产业链供应链安全稳定等方面发挥着不可替代的关键作用。中国船东始终恪守国际航运规则与市场原则,坚持开放合作、公平竞争的价值导向,积极融入并深度参与国际航运市场建设,为全球贸易提供稳定、高效、优质的物流服务,为促进世界经济贸易的繁荣与发展作出了重要贡献。
我国一贯秉持友好合作、互利共赢的原则推动与世界各国发展海运关系,2001年出台《中华人民共和国国际海运条例》,将我国在WTO的国际海运承诺落实成为国内法,国际海运业成为对外开放最早、对外开放程度最高的领域之一。入世20多年来,我国坚定践行WTO海运承诺,并通过自贸区建设,主动扩大国际海运业对外开放的广度和深度,吸引各国企业在华投资开展国际海运业务,并享受公平公正待遇。得益于我国的对外开放政策和公平竞争环境,国际主要海运企业均在中国设立机构并开辟航线,我国海运航线和服务网络遍布世界主要国家和地区,已成为世界上海上货物运输量最多的国家,有力推进了世界海运业发展,支撑了全球贸易和经济发展。
当前个别国家在海运领域滥用“301调查”,发布实施对中国企业收取港口费的歧视性限制性措施,中国全体船东坚决反对,并将依法保障自身权益,同时也将克服困难,继续保障国际海运物流供应链稳定,维护正常国际经贸秩序。
《国务院关于修改〈中华人民共和国国际海运条例〉的决定》对条例第46条关于反制的规定作了进一步丰富与细化,目的是通过法律手段有力维护我国海运权益、保障国际海运业公平竞争环境。针对任何国家对中国航运企业、船舶或者船员实施的歧视性限制措施,我们有权依法采取必要反制措施,这对于推动构建公平、正义的国际海运治理体系,促进全球贸易畅通、维护产业链供应链安全韧性具有重大意义。
中国船东协会将继续积极发挥行业组织的桥梁与平台作用,深化国际合作与交流,推动行业高质量健康发展,为构建开放包容、互利共赢的全球航运体系贡献力量。

Recently, the State Council of the People’s Republic of China issued the Decision on Revising the Regulations of the People’s Republic of China on International Ocean Shipping, demonstrating the China’s firm stance on safeguarding the legitimate rights and interests of China’s shipping industry and upholding its commitment to fair international competition. On behalf of all its member entities, the China Shipowners’ Association expresses full approval and firm support for this decision.
As a crucial bridge and link in global trade, international maritime transportation plays an irreplaceable role in boosting economic and trade exchanges among countries and safeguarding the security and stability of global industrial and supply chains. Chinese shipowners have consistently abided by international shipping rules and market principles, upheld the values of open cooperation and fair competition, proactively integrated into and deeply engaged in the development of the international shipping market. They provide stable, high-efficiency, and high-quality logistics services for global trade, making significant contributions to the prosperity and development of the world economy and trade.
China has always adhered to the principles of friendly cooperation and mutual benefit to promote the development of maritime relations with countries around the world. In 2001, China promulgated the Regulations of the People’s Republic of China on International Ocean Shipping, translating its international maritime commitments under the WTO into domestic law. Since then, the international maritime transportation industry has become one of the earliest and most open sectors in China’s opening-up drive. Over 20 years since its accession to the WTO, China has firmly fulfilled its WTO maritime commitments. Through the construction of free trade zones, China has taken the initiative to expand the breadth and depth of opening-up in the international maritime transportation industry, attracting enterprises from various countries to invest and conduct international maritime transportation business in China, and ensuring that they enjoy fair and just treatment. Benefiting from China’s opening-up policies and fair competition environment, major international shipping enterprises have all established institutions and launched shipping routes in China. China’s maritime shipping routes and service networks now cover major countries and regions worldwide, making it the country with the largest volume of seaborne cargo transportation globally. This has effectively promoted the development of the world’s maritime transportation industry and supported global trade and economic growth.
Currently, a certain country has abused the “Section 301 Investigation” in the maritime sector and introduced discriminatory, restrictive measures—including imposing port fees on Chinese enterprises. All Chinese shipowners firmly oppose such practices, and in spite of challenges, will not only safeguard their legitimate rights and interests in accordance with the law, but also continue to ensure the stability of international maritime logistics and supply chains while maintaining the normal order of international economic and trade activities.
The Decision on Revising the Regulations of the People’s Republic of China on International Ocean Shipping further enriches and refines the provisions on countermeasures in Article 46 of the Regulations. Its purpose is to vigorously safeguard China’s maritime transportation rights and interests and ensure a fair competitive environment for the international maritime transportation industry through legal means. In response to any discriminatory restrictive measures imposed by any other countries on Chinese shipping enterprises, vessels, or seafarers, China is entitled to take necessary countermeasures in accordance with the law. This is of great significance for promoting the establishment of a fair and equal international maritime transportation governance system, facilitating the smooth flow of global trade, and safeguarding the security and resilience of industrial and supply chains.
The China Shipowners’ Association will continue to actively play its role as a bridge and platform for the maritime industry, deepen international cooperation and exchanges, facilitate the high-quality and healthy development of the industry, and contribute to the building of an open, inclusive, and mutually beneficial global shipping system.
